How Long It Take To Register A Bike Forum

I saw this answer by Matsaleh to a question about motor bikes:

".... To buy a scooter, you will need to accept a KITAS or purchase it in the name of a local person. On Sosial Budaya visa, you can't ain vehicles....."

and I thought that possibly there ought to be a thread specially devoted to motor bike admin matters for beginners. So I looked for information technology but didn't find information technology, although I did notice diverse posts touching on the subject here and at that place.

So hither are my collected experiences vis-à-vis buying and owning motor bikes based on owning viii bikes, one bought new and 7 bought 2nd hand from dealers (why take I got 8 bikes? I'm too lazy to explain, but I never ride bikes - far likewise dangerous!). I'k writing all this down now before information technology disappears forever due to Bintang and Alzheimers.

If y'all think anything here is wrong, out of date, or incomplete - please add together a post to better/correct it. Just don't forget that things are almost certain to exist washed differently at unlike SAMSAT offices. This is how it is done at SAMSAT at Jl Tantular, Renon in Denpasar. If it's different where you are, and then ...?

This mail service has 6 master parts - as follows:

  1. Ownership A NEW BIKE
  2. Buying A SECOND-Manus BIKE
  3. PAY THE Annual TAX
  4. RENEW THE NUMBER PLATES EVERY 5 YEARS
  5. Alter NAME OF Possessor - SAME KABUPATEN
  6. Modify Name OF Owner - Dissimilar KABUPATEN

and at that place'southward other additional data as well.

NB. This post/thread is for those who want to practise all this themselves - if y'all only want to pay a CALO (= go-between or agent) to do the work for y'all then don't bother reading this post/thread, it's not for you.

BUYING A NEW Wheel

ane.

You have a KITAS or KITAP?

Become to the Honda/Suzuki/Yamaha etc dealer and mitt over the cash and a photocopy of your KITAS or KITAP. In a few days they will bring the wheel to your firm (or you collect it from them). The bike will have number plates, which you lot volition run into have an expiry date in 5 years time. You volition too be given a little plastic sleeve containing two documents both showing your proper name and address (

yous are at present the owner of the bike

). Y'all must carry this plastic sleeve with you at all times when you are riding the bike. The yellow document lasts i year and is the proof of payment of Annual Revenue enhancement to the local government (Kabupaten = Commune). The blue certificate lasts for 5 years and is the Constabulary Registration Number Document for the bike and is the STNK = Surat Tanda Nomor Kendaraan, only everybody calls the ready of ii documents in the plastic sleeve the STNK. Hither are examples:

2.

Y'all don't have a KITAS or KITAP, simply you accept a local Indonesian friend?

Same as above but it'south a photocopy of his ID card - KTP - that you lot hand over. When y'all get the bike information technology will be in your friend'southward name, not yours. He owns the bike - you don't.

iii.

You don't take a KITAS or KITAP and you don't have a local Indonesian friend?

Then have a prissy twenty-four hour period .... and a Bintang!

Yous will be told by the dealer to wait 1 or two months to exist chosen to come to the dealer to option upwardly the buying volume. The dealer will of class forget to telephone call yous so you must drib in every two weeks or then and ask about it! The ownership book is chosen the BPKB and looks similar this:

Click on the photo to get in bigger.

1661

Inside you will see your proper name and address (or your Indonesian friend'southward), the bike's registration number, for example DK-1234-YZ, (DK = Bali) and the Engine number and Chassis number and colour of the cycle.

BUYING A SECOND-Manus BIKE

This is a whole lot simpler than buying a new wheel. Y'all don't need a KITAS or KITAP. You lot don't demand a Social-Cultural Visa, you don't need a Tourist Visa and you don't need an Indonesian friend. You just need the coin to pay for the bicycle. Before handing over the greenbacks check out the paperwork:

ane. Bank check that the proper name and address of the owner is the same on both parts of the STNK and in the BPKB as well - iii places.

2. Cheque that the Engine Number - NOMOR MESIN - is the aforementioned on both parts of the STNK and in the BPKB and on the bike itself - 4 places.

3. Same again for the Chassis Number - NOMOR RANGKA - 4 places.

4. Bank check that the STNK has not expired - expect at the xanthous folio, lesser left-hand corner - BERLAKU SAMPAI ...... what date? when? Is that OK?

five. Check that the registration number is a DK number and is the same number on the bike'south number plates, on both parts of the STNK and in the BPKB - v places.

If information technology's non DK so don't touch it - information technology'due south non registered in Bali

.

If whatsoever of these checks don't piece of work out, or they try to spin some story nearly "the BPKB is with his brother who is ....... " then but bid them farewell and notice another 2nd-hand bike dealer.

{TIP! Attempt to buy a cycle where the address of the electric current owner in the BPKB is in the aforementioned KABUPATEN - District where you lot, or your local Indonesian friend, live - eg in Denpasar or Badung or Buleleng or Gianyar etc. This will relieve you lot a lot of extra effort when you want to change the owner'southward proper noun and when yous take to renew the bike'due south number plates every 5 years.}

If all is well then manus over the cash and become:

a. The bike and key.

b. A receipt for the auction showing the Registration Number (DK-1234-YZ), brand and model and colour of the bike and your name in total and their proper name and address and the date of sale.

c. The plastic sleeve with Ii INSERTS (yellowish and bluish) as shown above – the STNK.

d. The BPKB.

NB. Since this is an old wheel the BPKB maybe the old blue version. Information technology will await like this, it's OK:

Click on the photo to make it bigger.

1662

Take the bike home (remembering carefully to have a proper

International Commuter's Permit for motor bikes

(or SIM C if you have a KITAS/KITAP) AND a proper

helmet embossed with the letters SNI

showing that it meets the Indonesian National Standard AND that the wheel has

two wing mirrors

!). Then electronic mail all your friends and tell them that y'all are now

the proud possessor of a bike in Bali!

Errr! Sorry! But you lot are not the possessor! "WHAT! Of class I'm the owner - I just paid for it! - I've got a receipt!"

Aye, you lot've got a receipt which proves that you gave some bloke some money today - his wife and his children will bless you in their prayers tonight!

But the legal owner of the wheel is nonetheless the gars whose name appears in the BPKB - BUKU PEMILIK KENDARAAN BERMOTOR - MOTOR VEHICLE Buying Book.

DON'T PANIC! This is not a large trouble. There are huge numbers of motor vehicles going around in the name of some previous possessor 1, 2 or 3 or more owners back. Many (almost?) Indonesians don't carp changing the owner's proper noun Because IT COSTS MONEY and a bit of time and Endeavor to do information technology.

So now y'all must choose to practice either of the following two deportment:

A. Change the proper noun of the owner.
B. Don't change the name of the possessor.

CHANGE THE NAME OF THE Owner - BALIK NAMA

ane.

You take a KITAS or KITAP?

And then y'all can alter the proper name of the owner (this is called BALIK NAMA in Indonesian) to yourself and become the legal possessor of the bike.

2.

You don't have a KITAS or KITAP, only you accept a local Indonesian friend?

Same as above, but your friend volition become the legal owner of the bike, non you.

iii.

Yous don't take a KITAS or KITAP and yous don't have a local Indonesian friend?

Then you cannot modify the name of the owner at all. But you tin accept a prissy day .... and a Bintang.....and,

you tin ride effectually on the wheel

! It'southward perfectly OK to ride around on a cycle which you don't own.

How to do the BALIK NAMA? See below.

DON'T CHANGE THE Name OF THE Possessor

Information technology'southward perfectly OK to do nothing and simply ride around on a bike which is in someone else's name. When information technology'southward fourth dimension to renew the almanac tax information technology's no trouble - anyone with a KITAS/KITAP or KTP can practise the annual tax payment and go a new yellow insert for the STNK. Same once again for getting new number plates and new blueish insert for the STNK at the 5-twelvemonth point.

***

GOING TO THE SAMSAT

For any bicycle at that place are two things that must be washed, and besides 1 that is optional but that I suggest is a expert idea. They are:

1. Pay the Annual Tax - renew the yellow insert in the STNK.

two. Renew the Number Plates and the blue insert in the STNK every 5 years.

iii.

(Optional) BALIK NAMA - Change proper noun of owner.

The office that handles all this is the Kantor SAMSAT = Southwardistem Administrasi Manunggal di bawah Due southatu Atap = Under One Roof Integrated Authoritative System Office. What this means is that 3 organisations are nether one roof sharing the office:

  1. The Police.
  2. The local regime tax raising service = Dinas Pendapatan Daerah = DISPENDA.
  3. The government insurance visitor – PT Jasa Raharja.

Here's how I do these 3 things at the SAMSAT office in Jl Tantular, Renon, Denpasar:

PAY THE Annual Revenue enhancement

Check the expiry date on the yellowish insert in the STNK (BERLAKU SAMPAI ……) and a few weeks before it expires go to the SAMSAT function for the same Kabupaten where owner of the bicycle lives (look at the address on the STNK or BPKB), or get to the chief SAMSAT office for Bali at Jl Tantular, Renon, Denpasar, taking with y'all:

1. Your KITAS/KITAP, or your Indonesian friend and his KTP.

2. The yellowish and blue inserts from the STNK removed from the plastic sleeve.

iii. The BPKB.

four. Over Rp.200,000.

five. A cheap folder called a MAP or STOPMAP – costs Rp.500 from any jotter shop (TOKO ALAT TULIS) – any color.

If you are doing this at SAMSAT Renon, then when you get in that location, park in Jl Tantular. So, as you lot walk in through the main gate, pause for a moment to detect an open g in front of you with loads of cars and bikes queuing up to be inspected on the right, a big building direct ahead at the terminate of the yard (that'southward where yous're headed), and a large edifice on the left – become now to the far end of that large edifice on the left and you lot'll see a photocopy place.

At the photocopy place manus over your MAP, KITAS/KITAP/KTP, BPKB, and the yellow and blue inserts. Say the magic words "SAMSAT BIASA" and they will do what'southward necessary and requite you a little slip of newspaper with 1,000 or 500 on it. It's the photocopy neb – pay the lady saturday at the big table. So pick upwards your stuff and become into the building at the end of the chiliad.

Once inside - stop, and paw all your stuff to the lady sat but inside at the counter on the correct. She volition cheque that everything is OK and will give you:

1. Your KITAS/KITAP/KTP.

2. The BPKB.

3. Your MAP with everything else stapled in.

iv. A queue number. Recollect YOUR QUEUE NUMBER!

Sit down down and wait for your number to be called – they call out numbers in batches of about 10 or and so. When yous are chosen get to the left hand finish of the long counter and hand in the 4 items above. The guy will immediately give you back your KITAS/KITAP/KTP and BPKB. Put them away you won't need them again today. You won't get your queue number back, so, DID You lot REMEMBER YOUR QUEUE NUMBER!

Go and sit towards the right paw terminate before the stairs. Yous volition meet a big bun-fight going on in forepart of the cashier. When your number is chosen, join in that bun-fight and pay the Almanac Tax. It'southward around Rp.200,000, merely each time I get it's always a bit different. You will be given a receipt.

Go and sit further to the correct and wait for your queue number to be called. Hand over your receipt from the cashier and you will exist given a new yellowish Annual Revenue enhancement insert, and the same blue STNK insert equally before just now with an actress rubber stamp on it in one of the boxes on the correct hand stop - PENGESAHAN.

Bank check that everything is OK. If it is, then you lot're finished – become habitation.

{Tip – avoid the crowds and long waits for your queue number – get there simply after 12 midday – it's much less busy than in the morning time. The whole thing volition accept nigh twenty mins. If you go when they are decorated it tin can take ii hours of queuing!}

RENEW THE NUMBER PLATES AND THE Bluish INSERT IN THE STNK EVERY five YEARS

This is more than complicated than just paying the Annual Tax as higher up. It also includes a payment of the Annual Tax likewise! Check the expiry date on the bluish insert in the STNK (BERLAKU SAMPAI ……) and a few weeks before it expires go to the SAMSAT office for the same Kabupaten where possessor of the bike lives (await at the address on the STNK or BPKB) taking with you:

1. Your KITAS/KITAP, or your Indonesian friend and his KTP.

2. The yellow and bluish inserts from the STNK removed from the plastic sleeve.

iii. The BPKB.

4. Around Rp.300,000

5. A cheap folder called a MAP or STOPMAP – costs Rp.500 from any stationery shop (TOKO ALAT TULIS) – any color.

6. The bike itself – y'all must bring it with y'all for physical inspection. (Run across my Annotate beneath)

{Tip – If you lot're going there alone, take along a friend – anybody – he tin can handle the bike while you're doing the paperwork.}

If you are doing this at SAMSAT Renon then don't park outside but take the bike straight into the grand and get your friend and the cycle to join the queue of bikes waiting to be inspected. At the aforementioned time, you become to the photocopy place with all your stuff and say the magic words "GANTI PLAT – LIMA TAHUN".

Later on the photocopying join your friend in the queue. The inspection consists of fixing a piece of paper over the chassis number and rubbing information technology with a pencil. And so the aforementioned for the engine number, or perchance not (sometimes they do information technology – sometimes they don't). Then the 2 (or one) papers are stuck onto a sheet and given to y'all to put into your folder. Your friend takes the cycle away and parks it in Jl Tantular while you go to the little office correct in front of you and hand in your folder and wait to get it back after the rubbings have been stamped by the police sergeant.

Now, walk over to the photocopy place merely go past information technology and turn left and go up two or 3 steps – keep going direct and become into the far archway of the edifice that you take walked by on your correct. Just within is a lilliputian window on the right. Paw in your stuff for them to check. If they ask, say the magic words again. They volition send you to loket no 1. Manus in your stuff – they volition ship you to the cashier to pay Rp.80,000 for the new number plates and for the new bluish STNK insert. They may as well tell y'all to do more than photocopying. Finally they volition give you your folder back and tell you lot to pay the Annual Tax.

So now go back to the other building and carry out the Annual Tax payment process equally described above. At the end you will go the new xanthous insert AND they will give you lot dorsum your folder. Now go out and up those ii or iii steps by the photocopying identify – only then turn right and walk along till you lot see the STNK window at the end on the left. Hand in your file and wait for the name on your STNK to be called. They will give you a make new bluish insert and a pinkish version of the same.

Virtually finished! You've got the 2 new inserts to go in the plastic sleeve of the STNK. At present information technology's just the number plates.

Look across the yard in front of you lot. You tin can meet a bored crowd of people smoking and waiting. Information technology's the workshop where they make the number plates. Hand in your pinkish paper at the window. They will tell you to wait.

Yous tin wait in that location for always – hours and hours!!!

, or, take my tip …… go straight domicile. Come back whatsoever fourth dimension tomorrow or the next day etc before 2pm, say, go straight into the little waiting room in that location and inquire the bloke backside the wire mesh for your plates. Show him your STNK and he'll rummage around and observe them.

Yous're done – in and out in 5 minutes!

{COMMENT – I hear some of you one-time hands saying "You don't demand to accept the wheel in to have its numbers rubbed – you tin can do it yourself at dwelling house with masking tape and a 2B pencil." Well – YES and NO. YES, I've done it myself in the by – simply NO, they started getting grumpy near it a year ago and refused to accept my DIY number rubbings! It'southward upwardly to you.}

BALIK NAMA - CHANGE NAME OF Owner

In which Kabupaten - Commune is the bike currently registered (await at the possessor'due south address in the STNK or BPKB)? Denpasar or Badung or Buleleng or Gianyar etc.

In which Kabupaten - District do you live?

You LIVE IN THE SAME KABUPATEN WHERE THE BIKE IS CURRENTLY REGISTERED

This BALIK NAMA process is the same as the process to get new number plates and blueish STNK, as in a higher place, but with a scrap actress get-go, and at the terminate. When the procedure is finished you volition end up with a new BPKB, new blue and yellow inserts and new number plates - the number itself may also be changed.

The process is the same every bit the RENEW NUMBER PLATES.... procedure to a higher place simply with this actress start - the KWITANSI. Get to the SAMSAT office WHERE THE BIKE IS CURRENTLY REGISTERED with:

ane. Your KITAS/KITAP, or your Indonesian friend and his KTP.

two. The yellowish and blue inserts from the STNK removed from the plastic sleeve.

3. The BPKB.

4. Around Rp.400,000

five. A cheap folder called a MAP or STOPMAP – costs Rp.500 from any stationery shop (TOKO ALAT TULIS) – whatsoever color.

half-dozen. The bike itself – you must bring information technology with y'all for physical inspection.

Start at the photocopy place and say the magic words "BALIK NAMA". When the photocopying is done ask to purchase a KWITANSI and METERAI Rp.6,000. Don't purchase a Rp.3,000 meterai! A kwitansi is a bare receipt form and a meterai is a tax postage stamp used on legal documents. The kwitansi will cost peradventure Rp.1,000 and the meterai perhaps Rp.7,000.

A kwitansi filled in, and signed over the meterai, looks a bit like this (NB this one is incomplete, the buyer's name and the purchase price have yet to be inserted):

Click on the photo to make it bigger.

1663

The reason why you accept to purchase a kwitansi is because

you didn't get a receipt from the seller of the bike when you bought information technology

. "Yes I did! Look, here it is - it'south got the dealer's name and address on it!"

Ah aye! The dealer.... You see the dealer is but .... a dealer! He didn't own the bicycle, he merely handled the auction for a commission. The Police demand a legal document showing that a transfer of ownership has taken place before they will do the Balik Nama.

So you will accept to fill up in the kwitansi showing that you bought the bike ..... like this:

Telah Terima dari ...........YOUR FULL NAME As ON KITAS/KITAP, OR YOUR INDONESIAN FRIEND'S NAME ON HIS KTP

Uang sebanyak...............PURCHASE PRICE IN WORDS

Guna membayar.......FULL Clarification OF THE Cycle similar this example perhaps ....... Sebuah sepeda motor merek Yamaha tipe Vega GX warna biru Nompol DK-1234-XY nomor rangka ABC1234567 nomor mesin XYZ7654321

{a motorcycle Make Yamaha TYPE Vega GX COLOUR blue Police force REGISTRATION NUMBER DK-1234-XY CHASSIS NUMBER ABC1234567 ENGINE NUMBER XYZ7654321}

Write the appointment (use the engagement when you were at the dealer or the date now at the SAMSAT role) just above the meterai (can you meet the xix... in the photo above?).

Terbilang Rp. ............... WRITE THE Buy Price IN FIGURES

Stick the meterai on the kwitansi as in the photo above - just below the date.

At present ...... who is going to sign this kwitansi/reciept?

Well it should of grade exist the seller whose proper name is on the STNK and BPKB. But yous tin can't get hold of him and so .......... you sign it yourself! Sign it with your own signature as on your KITAS/KITAP, or your Indonesian friend signs it as on his KTP.

(TIP! DON'T FILL IN THE KWITANSI Merely Withal- Accept IT READY WITH THE METERAI BUT LET THEM TELL YOU WHAT WORDS THEY Like TO SEE - MAYBE EACH SAMSAT OFFICE HAS THEIR Ain PREFERRED Wording?)

Now, ask where to practice the BALIK NAMA and take information technology from there. You will pay Rp.80,000 as the fee for the BALIK NAMA and too another Rp.80,000 for the new number plates and STNK and, in addition, you will besides pay the Annual Revenue enhancement of perhaps effectually Rp.200,000. Yous volition get home with a new STNK showing the new owner's name and address on the new yellow and new blue inserts and with new number plates for the bike. But, you lot volition not have the BPKB. You will accept a paper from them (DON'T LOSE IT!) and will be told to come up back in about 2 weeks to collect the new BPKB.

YOU Live IN A DIFFERENT KABUPATEN TO WHERE THE Cycle IS CURRENTLY REGISTERED

I told you not to buy a bicycle registered in a dissimilar kabupaten but you lot went ahead and did it - didn't you lot?

So if yous want to change the name of the owner you have to get to the SAMSAT for the kabupaten where it is registered and start a procedure called MUTASI.

Basically this involves them digging out all the paperwork they have on the bike - a big fat binder. You are and then called to take it to the SAMSAT office in the kabupaten where you lot alive, so you do the BALIK NAMA process equally above.

And so, become to the SAMSAT part where it is registered with the 6 items every bit to a higher place. Go straight into the role and ask for MUTASI and take information technology from there. They will take the STNK and BPKB and kwitansi and meterai and volition give y'all a receipt for them. You will pay the Mutasi fee (I call up it was Rp.70,000?) and become a receipt. They will tell you lot to do some photocopying and to have the bike's numbers rubbed. They will tell you lot to get home and they will say that they will call you in a week or so.

They will of course not call you and then you go dorsum in that location in about 10 day's time and become the binder and take it to your local SAMSAT. At your local SAMSAT hand all the stuff in at the MUTASI department, and have information technology from there as in the BALIK NAMA process immediately higher up this.

The bike will exist given a new, different registration number, equally the final two letters are different in each kabupaten.

That's information technology folks! If you can add to this to make it:

Better - More than upward to date - Free of errors

and then please add posts.

Expert luck!
